In part two of their report on Muncie, Indiana, Jim and Deb report more specifically on Ball State University’s involvement in the economic and civic development of Muncie. The axis of the University’s “civic stewardship” is the troubled local public school system, Muncie Community Schools. Ball State is now running the entire city school system, a plan that has rarely been tried anywhere in the country.
